The 2007-2008 Grand Jury final report included a review of fire protection in the rural (including Bonny Doon) areas of Santa Cruz County.  Fire Service is covered in the last section of the Grand Jury report, and is titled “What is ‘County Fire’.

This document provides a good introduction to the complexities and problems with the “County Fire Department”. It is highly recommended reading.
